If your state was part of the Confederacy, or is one of the states governed by the Voting Rights Act, you forfeit the right to home rule.

Any local government beyond the county level is abolished and replaced with federal administrators.
No more governors or state legislature, it’s all run by bureaucrats from Washington. Considering some of the shit I see coming out of state governments in Mississippi and Alabama lately, thinking people will cheer.
If the state can show proof that they’ve managed to pull themselves to 21st century standards of living (using measurable metrics including literacy rates, teen pregnancy rates, civil rights and more), you can have a state legislature run by a federally-appointed executive. Keep up the good work for 10-20 more years and you can elect your own governor.
